Certificates of Origin
A certificate of origin states where goods were manufactured, and on that one fact rests what duty the buyer pays at the far end. Under the GCC customs union, goods of GCC origin can move between member states on preferential terms — but only if the origin is documented in the form the receiving authority accepts. Getting it wrong is not a paperwork error; it is a price change your customer discovers on arrival.

Origin is a legal determination, not a shipping address, and that catches exporters out.
Shipped from is not made in
Goods exported from the UAE were not necessarily made here. Origin follows manufacture, not the port they left from.
Assembled from several countries
Where components come from multiple origins, the determination turns on where substantial transformation happened - which is a judgement, not a lookup.
Re-exports
Goods passing through the UAE keep their original origin. Declaring them as UAE origin because they shipped from Jebel Ali is a common and expensive error.
Attestation requirements vary
Some destinations want the certificate attested, some do not. Finding out after shipping means the consignee waits.
Origin and the rest of the file
A certificate that disagrees with the commercial invoice invites a closer look at everything else in the set, which is why it is reconciled against the invoice and packing list before it is issued rather than after.
