Preparing and checking the documents a shipment travels on, before they reach a customs officer who will not accept a correction.
Cargo does not clear a border; documents do. A container sitting at a terminal is almost never held because of what is inside it — it is held because an invoice disagrees with a packing list, or a certificate is missing, or a description is too vague to classify. This category covers the documents themselves: preparing them, checking that they agree with each other, and making sure they will satisfy an officer who has no interest in your explanation.
