Aid cargo carries an obligation ordinary freight does not: a donor will eventually ask what was shipped, when it moved, what it cost and whether it arrived. That makes traceability part of the service rather than an add-on. Dubai is a natural staging point for the region, and goods can be held in our own warehouses between the moment funding is confirmed and the moment a deployment is decided.

A great deal of relief cargo passes through the UAE rather than shipping direct, for reasons that are mostly logistical.

Stock can be bought when funding exists and held until a deployment is decided, which is rarely the same week.
Goods arriving from several donors can be combined into single, documented consignments rather than shipped piecemeal.

Some pre-positioned stock is bought against a contingency that does not occur. It still has to be stored, counted and reported on for as long as it is held, which is a storage question rather than a freight one.
